Bokaro Steel Limited (now Bokaro Steel Plant) was established in 1964 with technical and financial assistance from the Soviet Union (USSR) [c1][c2]. While Prime Minister Nehru initially sought collaboration with the United States, the financial aid plan failed to pass in the US Congress [t5]. Consequently, the Soviet Union stepped in to finance the project, making it India's fourth public sector steel plant [t4][t5]. The plant was incorporated as a limited company in 1964 and later became a subsidiary of the Steel Authority of India Limited (SAIL) [t3][t4]. This collaboration was a significant part of India's industrialization strategy during the Cold War era, following the successful establishment of the Bhilai Steel Plant, which was also built with Soviet assistance [c4][t7].
