The 42nd Amendment Act of 1976, often referred to as the 'Mini-Constitution', transferred five subjects from the State List to the Concurrent List. Additionally, 'Population Control and Family Planning' was added to the Concurrent List as Entry 20A through this amendment. Railways, however, has historically been a subject under the Union List (Entry 22) and was not part of the subjects transferred or added to the Concurrent List by the 1976 amendment. While the amendment significantly expanded the scope of the Concurrent List to strengthen central oversight in social and environmental sectors, the jurisdiction over Railways remained exclusively with the Parliament under the Union List.
