Under the Constitution of India, Article 243T specifically provides for the reservation of seats for Scheduled Castes (SC) and Scheduled Tribes (ST) in every Municipality [1]. According to this article, seats are reserved for SCs and STs in proportion to their population in the municipal area [2]. Furthermore, not less than one-third of the total number of seats reserved for SCs and STs must be reserved for women belonging to those categories [1][2]. Article 243T also mandates that at least one-third of the total seats in a Municipality (including those reserved for SC/ST women) be reserved for women in general [1][2].
