The Sarkaria Commission (1983–1988) provided comprehensive recommendations to ensure the non-partisan role of the Governor. The Commission emphasized that the appointee should not have participated in active politics for at least some time before the appointment [1]. Regarding tenure, it recommended that the five-year term should not be disturbed except for extremely rare and compelling reasons. Crucially, the Commission recommended that the President must consult the Chief Minister of the concerned state before appointing a Governor to ensure smooth Centre-State relations.
