The Seventy‑third Amendment (1992) constitutionally recognised Panchayats and established a uniform three‑tier system (village, intermediate, district) by adding Part IX and Schedule XI to the Constitution, thereby laying the foundation for empowered local self‑government in rural India [1]. The Act’s Statement of Objects and Reasons and its provisions emphasise strengthening Panchayati Raj institutions through regular elections, reservation for weaker sections and devolution of powers and responsibilities to make these bodies viable and responsive people’s institutions [2]. Therefore the Amendment is best described as ‘laying the foundation for strong and vibrant Panchayati Raj Institutions’ (option 3).
