Inclusive growth as enunciated in the 11th Five Year Plan does not include on of the following:

The Eleventh Plan explicitly defines inclusive growth as a process yielding broad-based benefits and equality of opportunity, emphasizing poverty reduction, equitable development and social justice, including attention to gender and other inequalities [1]. Plan documents further stress generating quality employment, expanding rural investment and public spending on health and education as key instruments for inclusion and poverty alleviation [2]. While strengthening capital markets is a legitimate macro/financial objective, the Eleventh Plan’s core components of ‘inclusive growth’ focus on poverty reduction, employment expansion and reducing social/gender disparities rather than capital market deepening. Hence “strengthening of capital market” is not listed as an inclusive‑growth component in the 11th Plan.
