Which one of the following Constitutional Amendments states that the total number of Ministers, including the Prime Minister, in the Council of Ministers shall not exceed fifteen percent of the total number of
Explanation
The constitutional ceiling limiting the size of the Council of Ministers to 15% of the total strength of the Lok Sabha was introduced by the Ninety-first Amendment. The amendment added clause (1A) to Article 75, explicitly stating that the total number of ministers, including the Prime Minister, shall not exceed fifteen per cent of the total number of members of the House of the People [1]. The change was enacted to curb the practice of ‘jumbo’ ministries and inducements during coalition politics; prior to this amendment there was no numerical ceiling and ministerial strength was governed by political exigencies [2].
