The Uniting for Peace Resolution (GA Res. 377 A (V), 1950) does not comprehensively change the Charter powers of the General Assembly, nor reduce them; instead it authorizes the Assembly to act in specific circumstances when the Security Council is paralysed by lack of unanimity among its permanent members. It established the precedent that the Assembly may convene an emergency special session and make appropriate recommendations, including collective measures and, in extremis, the use of force, where the Security Council fails to exercise its primary responsibility for maintaining international peace and security [2]. Thus the resolution empowers the GA to act in particular situations, rather than broadly enhancing or diminishing its general powers.
