The President is elected by an Electoral College consisting of the elected members of both Houses of Parliament and the elected members of the State Legislative Assemblies (MLAs) of the states and certain Union Territories [1]. Impeachment of the President, however, is a process that is initiated and carried out by Parliament (the two Houses of Parliament acting through specified procedures), not by state legislatures. Since State Legislative Assemblies participate in the Presidential election but are not part of Parliament (the forum that tries impeachment charges), they are included in the Electoral College but do not form part of the impeachment forum.
