The Strategic Arms Reduction Treaty (START) is a series of bilateral arms control agreements between the United States and the Soviet Union (later Russia). START I was signed in July 1991 by U.S. President George H.W. Bush and Soviet leader Mikhail Gorbachev to reduce long-range nuclear weapons [c2][t2]. Following the dissolution of the Soviet Union, the START II treaty was signed in 1993 between the United States and the Russian Federation to further limit strategic nuclear warheads [t2][t5]. These treaties aimed to de-escalate the nuclear arms race that characterized the Cold War era [t6]. The regime continued with the 'New START' treaty, signed in 2010, which remains the primary active agreement limiting the deployed strategic nuclear forces of both the U.S. and Russia [t7][t9].
