According to Article 66 of the Constitution of India, the Vice-President is elected by an electoral college consisting of the members of both Houses of Parliament [4]. This electoral college is distinct from the one used for the President's election in two primary ways: it includes both elected and nominated members of Parliament, and it excludes members of the State Legislative Assemblies [2]. Specifically, the college comprises the 233 elected and 12 nominated members of the Rajya Sabha, along with the 543 elected members of the Lok Sabha [6]. The election is conducted by the Election Commission of India using the system of proportional representation by means of a single transferable vote through a secret ballot [6]. While the President's electoral college is limited to elected members only, the Vice-President's election involves the entire membership of both Houses [2].
