The National Commission for Women was created by—

The National Commission for Women (NCW) was established as a statutory body in January 1992 [1]. Its creation was based on the National Commission for Women Act, 1990 (Act No. 20 of 1990), which was a legislation enacted by the Parliament of India [4]. The Act received the President's assent on August 30, 1990. Unlike constitutional bodies that derive authority directly from the Constitution, the NCW is an autonomous statutory body whose powers and functions are explicitly defined by the 1990 Act [1]. The demand for such an apex body was recommended by various committees, including the Committee on the Status of Women in India (1974) and the National Perspective Plan for Women (1988), to facilitate the redressal of grievances and review legal safeguards for women [1]. Therefore, it was created by an Act passed by the Parliament.
