Which one of the following statements about a Money Bill is not correct ?
Explanation
Option 1 is not correct because a Money Bill can be introduced only in the Lok Sabha and not in the Rajya Sabha [1]. The Speaker of the Lok Sabha is the final authority to certify a Bill as a Money Bill and his certification is conclusive for the procedure that follows [2]. After the Lok Sabha passes a Money Bill it is sent to the Rajya Sabha which has limited powers — it cannot reject or amend the Bill but may make recommendations and must return the Bill to the Lok Sabha within fourteen days, with or without recommendations [3]. The President does not have the power to send a Money Bill back to the Lok Sabha for reconsideration.
