The Punchhi Commission, officially known as the Second Commission on Centre-State Relations, was established by the Government of India in April 2007 [2]. Chaired by Madan Mohan Punchhi, the former Chief Justice of India, the commission was tasked with reviewing the working of existing arrangements between the Union and the States [1]. It examined various dimensions of federalism, including legislative, administrative, and financial relations, as well as the role of Governors and emergency provisions. The commission submitted its comprehensive seven-volume report in 2010, containing 273 recommendations aimed at sustaining India's unity through 'cooperative federalism' [3].
